교차로 설계 지침

지침 제정에 따른 경과 조치

이 지침은 발간시점부터 적용하며, 이미 시행중인 설계용

역이나 건설공사에 대하여는 발주기관의 장이 필요하다 인정

하는 경우에는 적용할 수 있습니다.

머 리 말

교차로는 도로 기능과 교통 흐름에 중대한 영향을 미치는 핵심 시설물로서, 설계 단계

부터 정밀한 계획이 요구되는 요소입니다. 교차로의 형식과 구조, 운영 방식은 전체 도로

망의 통행 성능은 물론 교통안전과도 직결되며, 특히 도시부 및 교통 혼잡 지역에서는 그

중요성이 더욱 부각되고 있습니다.

그동안 국토교통부는 교차로 설계의 다양성과 기술적 특수성을 반영하기 위해 「평면교

차로 설계지침」, 「입체교차로 설계지침」, 「회전교차로 설계지침」로 구분하여 각각의 목적에

부합하는 세부 지침을 제정·운영해 왔습니다. 이들 지침은 제정 당시의 교통 환경과 기술

수준을 충실히 반영하여 교차로 설계의 기준을 제공하였고, 그동안 교통체계의 안전성과

효율성 확보에 크게 기여해 왔습니다.

그러나 교차로 설계 시 세 지침을 동시에 참조해야 하는 번거로움, 관계 기준 개정 사

항의 미반영 등의 문제가 실무 현장에서 지적되어 왔습니다. 이에 국토교통부는 도로 설

계의 일관성과 실효성을 높이고, 실무자의 업무 효율을 제고하고자 기존의 세 가지 교차로

설계지침을 통합한 「교차로 설계 지침」을 새롭게 마련하였습니다.

본 지침은 기존 지침들의 핵심 내용을 계승하면서도 교차로의 유형별 설계 기준을 하나의

체계 안에 통합하였습니다. 또한 지침과 연계된 기준을 최신화하여 실무의 혼선을 최소화

하고자 노력하였습니다.

향후에도 본 지침은 도로 및 교통 분야의 정책 변화와 기술 발전을 반영하여 지속적으로

개선·보완해 나갈 예정이며, 본 지침이 교차로 설계의 표준 지침으로서 안전하고 효율적인

교통 환경 조성에 기여하기를 기대합니다.

마지막으로 본 지침을 마련하는데 참여하신 한국도로협회와 한국건설기술연구원 연구진,

자문위원 그리고 국토교통부 관계공무원 여러분의 노고에 깊은 감사를 드립니다.
