지침 개정에 따른 경과 조치

이 지침은 발간시점부터 적용하며, 이미 시행 중인 설계용역이

나 건설공사에 대하여는 발주기관의 장이 필요하다 인정하는

경우에 적용할 수 있습니다.

 

머 리 말

도로는 국가발전의 대동맥으로서 사회적, 경제적으로 중요한 역할을 수행하

고 있습니다. 도로 배수시설의 용량 부족에 의한 도로의 침수 또는 유실은 경

제적, 인적 피해를 유발시키며, 특히 도시부 도로의 도로침수는 도시의 기능을 정

지시킴으로서 심각한 사회문제를 발생시키기도 합니다.

이에 따라, 우리 부에서는 지방부와 도시부 도로의 배수불량으로 인한 침수의

피해를 최소화하기 위하여 지역적 배수특성을 반영하여 효율적인 도로 배수시설

을 설계할 수 있도록 하는 “도로 배수시설 설계 및 관리지침”을 개정하게 되었

습니다.

동 지침에서는 최근의 강우특성과 설계빈도 그리고 강우강도지속시간을 강화하

여 배수시설 용량을 확보하도록 하였고, 도로 노면배수의 효율을 높이기 위한 방

안으로 도로측면 부지전체를 이용하여 배수토록 하는 선배수 설계와 배수계통 설

계 개념을 도입하여 기존 하수도시설과 효율적으로 연계처리 할 수 있도록 하였

습니다. 특히, 도시화로 인하여 발생되는 유출수를 억제하여 도로침수를 일시 방

지하기 위해 도로하부 공간에 도로저류시설을 도입함으로써 도시지역의 수해 예

방을 도모하는 방안도 마련하였습니다.

앞으로도 개정이 필요한 부분은 지속적으로 보완할 예정이오니 적용하시는 실

무 기술자들의 계속적인 관심과 조언을 부탁드립니다. 마지막으로 본 지침을 마

련하는데 참여하신 한국건설기술연구원 연구진, 자문 및 평가위원 그리고 관계
