그 동안 도로는 사람과 물류의 원활한 이동을 主 목적으로 주요 거점을 연결하는

건설산업에 집중해왔습니다. 그 결과 도로는 국토의 균형발전과 함께 우리나라의 경제

성장을 이끌어 가장 중요한 기반시설로 자리 잡았으며, 양적으로는 서울과 부산을 약

270번 왕복할 수 있는 길이인 약 11만km를 구축하였습니다.

이러한 도로는 원활한 교통 흐름 확보라는 목적은 달성하였으나, 기존의 「도로의

구조·시설 기준에 관한 규칙」 등 도로 기준은 차량 위주로 규정되어 있기 때문에 도시

지역도로와 같이 차량보다 사람의 관점에서 설계가 필요한 도로의 특성을 반영하기에는

어려움이 있었습니다.

이 문제를 해결하기 위해 도로 이용자 간 소통을 위한 도로변 미니공원(parklet) 조성,

여름철 햇빛에서 도로 이용자를 보호하는 그늘막 설치 등 사람중심의 도로환경을

조성하도록 하였고, 차량의 통행을 불편하게 하여 운전자가 자연스럽게 속도를 줄일 수

있는 기법을 도입하는 등 도시지역도로 환경을 조성하기 위한 「도시지역도로 설계 지침」을

제정하였습니다.

이 지침의 제정을 통해 사람이 보다 안전하고 편리하게 도로를 이용할 수 있는 발판이

될 수 있도록 도로관리청, 도로기술자분들의 많은 관심을 부탁드립니다.

끝으로, 이 지침을 활용하시는 여러분의 많은 조언이 있기를 바라며, 본 서의 발간을

위해 정성을 다해 주신 집필자, 자문위원, 그리고 국토교통부 담당자 등 관계하신 모든

분의 노고에 진심으로 감사드립니다.
