지침 개정에 따른 경과 조치

이 지침은 발간 시점부터 적용하며, 이미 시행 중인 설계 용역

이나 건설공사에 대하여 발주기관의 장이 필요하다고 인정하면

적용할 수 있습니다.

 

머 리 말

지구온난화로 인한 기후변화 문제가 심각해지면서 세계적으로 환경에 대한 관심이 증대

되고 우리나라도 급속한 경제성장과 더불어 환경에 대한 국민의 관심이 증대하고 있으며,

이에 따라 자연과 인간에 좋은 친환경 도로건설정책을 지속적으로 추진하고 있습니다.

도로비탈면은 기후변화로 인한 극한 강우와 폭염, 장기간의 건조로 인한 피해로부터

안전하여야 하며, 생태계 복원, 생물종 다양성 확보 등 환경적 요구에 부합되고, 발전하고

있는 최신 녹화공법들의 현장 적용이 용이해야 합니다. 하지만 기후나 토질, 지역 실정에

적합한 녹화공법 선정기준이 모호하고, 외래초종 위주로 녹화함으로써 주변경관과 조화

되지 못하는 문제점이 있어 2009년 「도로비탈면 녹화공사의 설계 및 시공지침」을

제정하게 되었습니다.

해당 지침은 2009년부터 16년간 친환경적인 도로건설과 생태복원에 지대한 역할을

맡았으나, 현재 지속적인 기술개발과 일부 현실과 맞지 않는 지점이 있어 개정에 대한

필요성이 대두되었고, 이번 2025년에 「도로비탈면 녹화공사의 설계 및 시공지침」을

개정하게 되었습니다.

개정된 지침은 기존 「도로비탈면 녹화공사의 설계 및 시공지침」에서 기후변화에 대

응할 수 있는 도로비탈면 녹화공법 선정과정과 평가 체계를 일부 수정하여 심화되는 극한

기후변화에 대응하면서 자연친화적이고 자생적이며 아름다운 비탈면 복원이 이루어질 수

있도록 하였습니다.

또한 생태적으로 양호한 비탈면을 조성하는 환경친화적인 도로건설 지침으로 활용되어

녹화식물에 의한 자연생태계 교란 위험을 줄이면서 주변과 조화되는 식생경관을 조성하여

운전자에게 편안한 주행을 유도하고, 탄소저감과 환경친화적인 도로건설의 정착 및 기후

변화 대응에 기여할 것으로 기대됩니다.

이번 지침 개정 작업을 통해 도로비탈면 녹화공사를 한 단계 더 발전시키고자 많은 노력을

하였으며, 향후에도 개선이 필요한 부분에 대해서는 지속적으로 보완해 나갈 계획이니

건설기술자 여러분의 많은 관심과 참여를 부탁드립니다.

끝으로, 개정 작업에 참여하신 한국도로협회, 한국건설기술연구원의 연구진들과 자문
