지하도로 설계지침
머 리 말
국가의 주요 SOC 시설인 도로의 지속적인 확충은 도로 이용자의 이동 시
간 및 거리 단축과 함께 국토 균형발전에 큰 기여를 해왔으나 대도시권 교통
정체에 대한 문제는 여전히 개선이 필요한 상태입니다. 하지만 대도시권에서
의 도로 용량 증대를 위한 수평적 확장은 한계에 직면해 있으며, 교통문제 개
선과 함께 국토 이용의 효율성을 높이고 도시재생 및 인간중심의 친환경 공
간 조성에 관심을 기울여야 할 시점입니다.
지하공간을 이용한 도로 인프라 확충은 가장 현실적이고 합리적인 대안 중
하나로 고려할 수 있으며, 최근에는 국내 최초 대심도 지하도로인 신월여의지
하도로와 서부간선지하도로가 개통되어 본격적인 지하도로 시대가 열렸음을
알린바 있습니다. 또한「제2차 고속도로 건설계획(2021∼2025)」에 경부고속
도로 화성~서울 구간, 경인고속도로 인천~서울 구간, 수도권 제1순환고속도로
퇴계원~판교 구간의 3개 사업이 중점사업으로 포함되었고, 서창~김포 고속도
로, 사상~해운대 고속도로, 고양~양재 고속도로 등 지하고속도로 민간투자사업도
활발히 추진 중에 있어 멀지 않은 미래에 지하고속도로 시대도 도래할 것입니다.
금번에 우리부에서는 지하고속도로 시대를 대비하기 위하여 2016년에 제정
된「도시지역 지하도로 설계지침」을 개정하였습니다. 지침 적용범위 확대를
고려하여 「지하도로 설계지침」으로 지침명을 변경하였으며, 개정 내용에서는
지하고속도로에 적합하게 기하구조를 규정하고 대심도 지하고속도로 특성을
고려한 시설 기준을 강화하는 등 교통 및 화재안전과 주행안전성을 보장할 수
있는 최적의 지하도로 설계에 필요한 지침서를 제공하고자 노력하였습니다.
지침 개정작업에는 지하도로 관련 전문가들이 참여하고 다수의 자문의견,
관계기관 의견 수렴을 통해 내용을 반영하였지만 일부 미흡한 부분도 있으리
라 생각됩니다. 지침을 활용하시는 실무 기술자들의 계속적인 관심과 많은 조
언을 부탁드리며 앞으로도 본 지침의 개선이 필요한 부분에 대해서는 지속적
으로 보완해 나가겠습니다. 마지막으로 지침 개정작업에 참여하신 한국도로공
사, 한국건설기술연구원 연구진, 집필진, 자문위원 그리고 국토교통부 도로국
담당자 등 관계 공무원 여러분의 노고에 진심으로 감사드립니다.

이 지침은 발간시점부터 적용하며, 이미 시행 중인 설계용
역이나 건설공사에 대하여는 발주기관의 장이 필요하다고 인
